Why does a physical need an IIN?

State bodies use it for a person’s identification. What does this mean? That is, to receive documents, to register a marriage, real estate or a car, and just to pay in the bank you will not be able without this IIN simply because computer systems are built in such a way that it is impossible to perform in any action and not to enter the IIN data.

You need to get it and it is easy to do so. To do this, either you have to go to the Community Service Center(ЦОН) and submit the documents there or submit an application through the e-gov portal.

If through e-Gov, then an electronic request with a digital signature and a copy of the foreigner’s identity document.

If you have asked someone to issue an IIN, you must attach a power of attorney of the representative.

But they can also refuse. This happens when not all documents are submitted or the documents have expired or are invalid.
